In contrast, the development of the textile industry in the central and western regions and Northeast China is relatively slow, lacking a sound industrial chain and talent support, with a monotonous product structure and weak market expansion ability. Therefore, it is necessary to accelerate transformation, upgrading, and innovative development.


During the 14th Five Year Plan period, the Chinese textile industry will continue to deepen industrial structure adjustment, transformation and upgrading, strengthen technological innovation and talent cultivation, build a group of world-class advanced textile industry clusters, and cultivate a group of well-known multinational enterprise groups and internationally influential textile and clothing brands. During the 14th Five Year Plan period, China's textile industry will focus on innovation driven development and promote high-quality development. On the one hand, we will strengthen the construction of technological innovation platforms, break through key core technologies and equipment, improve product quality and functionality, and develop new fiber materials and intelligent manufacturing technologies. On the other hand, we will cultivate and introduce high-level talents, establish a talent exchange and cooperation platform, and improve the industry's innovation ability and management level. At the same time, we will create a group of internationally competitive industrial clusters and brand enterprises, and establish a good image in the global market.


The Chinese textile industry will strengthen green development, improve energy efficiency, reduce wastewater and pollutant emissions, promote environmentally friendly materials and processes, and improve product quality and safety. During the 14th Five Year Plan period, the Chinese textile industry will adhere to the principle of responsibility orientation and promote green transformation and development. On the one hand, we will optimize the energy consumption structure, improve energy utilization efficiency and the proportion of clean energy, and achieve a reduction of over 20% in comprehensive energy consumption per 10000 yuan of output value. On the other hand, environmental protection policies and standards will be implemented, and clean production and circular economy models will be implemented to achieve a reduction of over 10% in wastewater and major pollutant emissions. At the same time, we will promote green materials and processes, improve product quality and safety, and meet consumers' demand for green and healthy products.


China's textile industry will take advantage of the development opportunities of the Trans-Eurasia Logistics route and the online economy to expand overseas markets and emerging fields, and enhance the supply capacity and technical level of industrial textiles. During the 14th Five Year Plan period, China's textile industry will be characterized by cultural leadership and promote open and cooperative development. On the one hand, we will use the Trans-Eurasia Logistics route to strengthen trade with countries along the line, expand markets in Europe, Central Asia, West Asia and other regions, and enhance product added value and brand influence. On the other hand, we will take advantage of the development opportunities of the online economy, strengthen cooperation with domestic and foreign e-commerce platforms, expand new sales channels that integrate online and offline, and improve product sales efficiency and service quality. At the same time, it will enhance the supply capacity and technical level of industrial textiles to meet the diversified needs of medical, agricultural, engineering, transportation and other fields.
